In 1862 Congress passed the Revenue Act to collect money. Revenue stamps were required on boxes or packages of matches and proprietary medicines. Manufacturers were permitted, at their expense, to have dies engraved and plates made for their exclusive use. The stamps we are offering are PROOFS of the actual stamps produced.
